Kevin O'Connell, President and CEO

Leading analyst, scholar, and writer on national security and intelligence matters. For more than 28 years he has been intimately involved in identifying, analyzing, and managing emerging threats to the nation’s interests from both government and commercial perspectives. The country’s most important and influential institutions and offices have been his proving ground, including the Department of Defense, the White House Situation Room, the National Security Council, the Office of the Director of Central Intelligence, and RAND Corporation’s Intelligence Policy Center (which he founded and served as a director). Mr. O’Connell also is one of the world’s foremost experts on the policy, security, and commercial issues relating to remote sensing technology. He received a B.A. in international studies from Ohio State University and an M.A. in public policy from the University of Maryland. An adjunct associate professor at Georgetown University, Mr. O’Connell’s work has been published in a variety of books and journals.

Richard J. (Rick) Raftery, Executive Vice President

Over 33 years of experience in national, military, and law enforcement matters, including intelligence, operations, planning, training, and analysis.  Well-versed in both strategic and tactical analysis and implementation.  After retiring as a U.S. Marine Corps intelligence officer, he has served in roles as diverse as: Senior Military Intelligence Consultant to the President’s Foreign Intelligence Advisory Board; Senior Advisor to the Assistant Secretary of Defense for Command, Control, Communications and Intelligence; and Senior Cyber Coordinator within the defense intelligence community.  He has served as an executive at SRA International where he managed the Defense and Space Intelligence business area.  As the Vice President for Operations at SAIC, he managed intelligence support to numerous Homeland Security and Defense Intelligence clients.  Mr. Raftery is a graduate of the University of Massachusetts and holds an M.S. from the National Defense Intelligence College. 

Mary Clare Muhl, Director of Human Resources

Ms. Muhl has over eleven years of proven experience operating as a strategic business partner to design, deliver, and evaluate customized human resource and innovative staffing strategies within Defense contracting, intelligence and consulting industries.  International HR consulting experience in both Australia and Russia.  Results-oriented professional adept at managing and implementing HR initiatives including recruitment and hiring processes, strategic compensation programs, and organizational growth efforts. A graduate of Colgate University, Ms. Muhl has been certified as a Senior Human Resource Professional by the Society for Human Resource Management (SHRM).
